The Executioner is unlocked from Arena 12 (Spooky Town). The Executioner does big damage to multiple troops in a wide area and can do it twice due to his boomeranging axe.
Strategies for using Executioner
The Executioner specializes in taking out hordes of splash and low health units. His high damage axe throws and his spell resistance makes him incredible on defense, but his slowness makes him an easy card to take out through surrounding and melee units.
The Executioner is good by himself but gets even better when combined with other units. Tornado is the obvious partner due to its ability to tightly bunch up units. However, other units can distract units to allow him to get in multiple hits without being hit. Other than that, the Executioner is relatively simple to use

Matchups
The Executioner gets directly countered by Rocket due to its ability to one-shot him. Do not place him in the back if you suspect know that your opponent has Rocket. Almost all bait decks have Rocket, so be extra careful. The Executioner also has an interesting relationship with the Tornado. Although the Tornado can be very helpful in grouping enemy troops up, it can also be used to throw the targeting of your Executioner off.

The Executioner can be easily replaced by other ranged splash units.
